Saskatchewan’s assessment system is unique in Canada and likely in all of North America.
Now six years old, it is a true mass appraisal system supported by strong legislation and tested at the highest level of appeal in the province. It is also an extremely flexible and efficient system that permits various adjustments using all three approaches to value.
Last August at the 80th Annual Conference on Assessment Administration, Gerry Krismer (Assistant City Assessor) and Robert Schultze (Manager of Commercial Assessment) of the City of Regina Assessment Branch presented a conference paper that explained the legislated context of Saskatchewan’s assessment manual.
